Philias J. Bouchard was a well-known inventor and manufacturer of a variety of products from his facility in Stowe, Vermont between 1930 and 1980. He built the first Bouchard Internal Expansion Motor (BIEM) in the 1950s, before diesel injectors were available that could be computer-controlled to reduce the water flow to the amount the BIEM required. This resulted in the first prototype exploding once water was injected, due to excessive pressure. The second prototype used newly available injectors that could be controlled properly.
